2.4. Optional OSPF capabilities

The OSPF protocol defines several optional capabilities. A router indicates the optional capabilities that it supports in its Hello packets, Database Description packets and its LSAs. The unique actual defined additional capability is External Routing Capability. AS-external LSAs will not be flooded into stub areas. The External Routing Capability is represented by the set of the E-bit in the OSPF Options field. All routers interfacing with stub areas must have the E-bit clear in their Hello packets.
